As part of our multi-jurisdictional portfolio strategy, NeoGreen is in advanced stages of developing three green hydrogen projects in Portugal, together with a larger scale 300MW+ Power-to-X project in the Port of Sines.


All four projects are being developed by NeoGreen Portugal, a joint venture partnership between NeoGreen Hydrogen Corp. and Frequent Summer.


Frequent Summer is a Portuguese IPP developer and operator with decades of experience, having successfully delivered over 450 MW of solar PV developments in Portugal, including merchant licences developed for the likes of Iberdrola.

Small-Scale Projects

NeoGreen Portugal is developing three small-scale green hydrogen projects in Portugal, at strategically located hydrogen production sites adjacent to injection points on existing natural gas pipelines, for delivery to industry. These projects are expected to be amongst the first-wave of operational green hydrogen projects globally, with a planned Commencement of Operations Date (“COD”) of 2025 at Project Palmela.


Portugal's national gas grid operator Redes Energéticas Nacionais (“REN”) has started adapting its high-pressure natural gas grid to facilitate blending of up to 10% of green hydrogen into piped natural gas as early as 2023. On the back of this, Portugal plans on launching a pioneering auction for producers to sell hydrogen for injection into the national gas grid. This is expected to take place in the fourth quarter of 2023.


Key permits have already been secured for the projects, technical studies completed by network operators on hydrogen blending / acceptance into existing gas pipelines, engineering firms have been selected to begin FEED work, and expressions of interest are currently in place with large industrial off-takers.
